On September 16 the ASBPC hosted a webinar about the proposed Provincial Resolutions Process (PRP) that if approved by the members will replace this ROP starting September 1 2026. The ASB members will be voting on at the PRP at the 2026 Provincial ASB Conference. Why is the ASBPC proposing a full revision rather than updates to the current rules of procedure?
- A full “repeal and replace” allows for a streamlined, reorganized, and clearer document.

- Shift to 2/3 majority for passing resolutions:
- Ensures broad support.
- Adds legitimacy and reflects collective will.
- Immediate Effect of Amendments at Conference
- Amendments take effect immediately at the meeting.
- Streamlining & Simplification
- Removed redundant/contradictory clauses.
- Added submission deadlines.
- Simplified resolution handling.
- Speaking Time Limits
- Sponsors: 3 minutes to speak, 1 minute to close.
- Emergent Resolutions
- Require 2/3 majority to be added to the agenda.
- Committee Responsibilities
- Moved to Terms of Reference, not Rules of Procedure.
- Minutes Approval
- Can be approved by ASBPC Alternates within 30 days, not annually.
- Other Adjustments
- Removed default use of Robert’s Rules of Order.
- Simplified amendment wording.
- Removed ranking of resolutions.
